Who Supports the Health Security Act?

I attended the House Committee on Health and Government Saturday, January 26th, 2008.  The committee had
little discussion among themselves but there were many people who spoke out during the public comment
period.  They broke down as follows:

26 total against the Health Security Act       29 total supporting the Health Security Act
9 representing insurance companies                  8 representing organizations
6 representing Governor Richardson                21 representing themselves
5 representing practitioners
4 representing industry
2 representing miscellaneous

Only one of the people who spoke against the Health Security Act was not a paid lobbyist.  Of the agencies that
spoke in favor of the Health Security Act none are known to have paid lobbyists.  None of the citizens appeared
to have been paid any compensation for having come and spoken.

On Sunday January 27, 2008 the Senate Committee on Public Affairs heard the Health Security Act.  This
committee limited people to eight in support and eight in opposition.  The Health Security Act was supported by
citizens with no compensation for being there.  Those who were against the Health Security Act were
representatives of the insurance companies, the Governor and the Albuquerque Chamber of Commerce.

There are also 41 county commissions or city councils around New Mexico as well as over 145 organizations
that have voted to endorse or support the Health Security Act.  Now you might wonder why a city council or
county commission would even get involved in a health care finance coverage issues.  Cities and counties have
employees and therefor have an obligation to provide health care coverage for them.  City councils and county
commissions are responsible for their budgets.  The Health Security Act will cost less than insurance company
coverage, their budgetary responsibilities demand that they choose the least expensive option when they
commit the taxpayer's money and that is why they endorse the Health Security Act.
